To refuse to baptize infants is to accuse God of caprice.

Christ commands us to make disciples (μαθητεύσετε) *by* baptizing (βαπτίζοντες) and teaching (διδάσκοντες).

The order is not accidental. The normal course of things is that children are baptized and then brought up in the faith.
